Can you import a Subaru Sambar in California?

Hi there, just here wondering which states these Japanese kei trucks are allowed. Been seeing some pretty old mini trucks around and was specifically keen on knowing if you can import Subaru Sambar in California. IT would be awesome to know whether they are street legal and the conditions surrounding them should I choose to import one.
